I don't think this paper ever happened. I do not recall it and can't find it.  Our last noncredit paper came the spring before this resolution was passed.

Whereas, Accountability measures are attached to educational funding, such as the Senate Bill 361 (2008) noncredit Career Development and College Preparation (CDCP) funding and both credit and noncredit Basic Skills Initiative funding;

Whereas, The nature and delivery of noncredit instruction, the appropriate measures to document noncredit student progress, and noncredit student characteristics, needs, and goals differ significantly from credit, particularly when reflecting student goals and student success and positive societal value as a result of noncredit educational opportunities;

Whereas, The Accountability Report for Community Colleges (ARCC) and Basic Skills Supplemental ARCC report attempt to encompass measures describing noncredit student progress but fall short in capturing and reporting the actual student progress, thereby not accurately demonstrating the value and influence of noncredit instruction; and

Whereas, The Academic Senate Resolution 13.01 S08 outlined the importance of and need for “appropriate noncredit accountability measures that demonstrate the multiple and complex measures of student success in noncredit instruction” and directed the Academic Senate to work with other relevant constituencies, organizations, and agencies to develop such appropriate measures;

Resolved, That the Academic Senate for California Community Colleges use the results of its discussions and interaction with other constituencies and groups, along with input from noncredit faculty, to create a paper describing accountability measures that take into consideration the unique nature, value, and outcomes of noncredit instruction; and

Resolved, That the Academic Senate for California Community Colleges work with the Chancellor's Office and other appropriate organizations and agencies to advocate that appropriate accountability measures be used to define noncredit student progress and success.
