Resolved that the Academic Senate for California Community Colleges adopt the document "Program Review: Developing a Faculty Driven Process." (Document available from the Senate Office)

Whereas information competency is the ability to: a) recognize the need for information, b) acquire and evaluate information, c) organize and maintain information, and d) interpret and communicate information, and
Whereas information literacy is a curricular development responsibility of library faculty, and
Whereas library faculty see information competency as an important component of learning, and
Whereas the accreditation visiting teams must include faculty, and
Whereas the Commission has in the past appointed faculty who are newly hired administrators, acting or interim administrators, and
Whereas the visiting teams are consistently made up of a majority of administrators;
Resolved that the Academic Senate urge the Accrediting Commission for Community and Junior Colleges to appoint representatives to accrediting teams who maintain faculty status for the duration of the appointment, and
Resolved that the Academic Senate for California Community Colleges request that the Board of Governors include in Title 5 the proviso that the annual accountability reports to the Chancellor's Office on the use of staff development and staff diversity funds include a signoff by the college's academic senate president, and
Whereas the Academic Senate for California Community Colleges adopted resolution 1.8 F95 asking for the Executive Committee to review the "new resolution process used in this session (Fall 1995) and bring to the Spring Session a recommendation for an `appeal' of the Executive Committee's determination of urgent resolutions"
Resolved that the Academic Senate for California Community Colleges adopt the following procedure for an appeal process regarding an "appeal" of the Executive Committee's determination of urgent resolutions, and
Whereas administrators receive amenities, such as a vehicle allowance, which are counted towards the amount paid to that administrator from the State Teachers Retirement System (STRS) when that administrator retires, and
Whereas compensation faculty receive for working summer is not included as payment to faculty be STRS when faculty retire, and
Whereas there should be parity between faculty and administrators as it relates to income derived from college employment and STRS retirement, and
Whereas in the list of Actions on Accredited Institutions of the Accrediting Commission for Community and Junior Colleges, "deferment" of an accrediting decision is a relatively new addition to the options of the Accrediting Commission in determining accreditation status, and
Whereas "deferment" is seen by the Commission as a confidential negative action but for public community colleges operating under the Brown Act such confidentiality cannot apply, and
Whereas in the proposed Accreditation standards the standards relating to the faculty role in governance have been reduced from seven lines in the old Standard Eight to three lines in the new Standard Ten, and
Whereas this reduction to references regarding the faculty role in governance has resulted in the elimination of the words:" This faculty organization [an academic senate] is able to carry on its responsibilities for academic and professional matters at the college...", and
Whereas the Fall 1994 plenary session adopted resolution 1.3, stating:
"
Whereas the Academic Senate for California Community Colleges does not have the capability to provide research and data collection to substantiate positions on issues of substance,
Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to develop a Budget Change Proposal that will provide two research positions, support staff and equipment to conduct vital research exclusively for the Academic Senate,"
Whereas the Academic Senate for California Community Colleges adopted Resolution 9.5 S96 asking for models of program prerequisites to assist the validation of such prerequisites, and
Whereas the proposed resolution 9.2 F96 would, if adopted, help to implement Resolution 9.5 S96
Resolved that the Academic Senate direct the Executive Committee to begin to find program prerequisite models in order to expedite the implementation of Resolution 9.5 S96.
